The buyer did not ghost after the proposal. The sale was already dead when you agreed to send it.
The graveyard of requested proposals is painfully familiar. Writing before they've decided to solve the problem is unpaid hope. What do you ask now instead of agreeing to send one straight away?

What to say when a buyer asks for a proposal
Do not refuse. Do not get defensive. Slow the moment down.
Say:
“Absolutely. I am happy to put something together. To make sure it helps you make a decision, can I clarify four things first?”
Then ask:
“What decision will this proposal help you make?”
“Who else will review or approve it?”
“What will they need to see to feel confident moving forward?”
“If I address those points, when can we review it together and make a decision?”
